As long as he remains in power, Abiy is willing to negotiate with both OLA and Fano. The issue is what kind of deal will Fano and OLA accept? So far OLA seems to have a defined negotiating agenda such as transitional rule in Oromia. Fano's demands go against abiy's power and hence the war continues. So it is true Abiy is willing to settle things but only him by remaining in power.

you know TPLF coined the statement "Transitional Government" First the Welega OLF Elites adopted the term and are puppets of the old TPLF Party.
