Theoretically yes, practically no. Since when soldiers and gov officials including the parliament follow the constitution. K7th appointed himself as the successor of Atse Haileselasse and would continue to rule as such for the coming unknown yrs, unless either forced to leave or killed by some disgruntled person.

Abiy has good qualities as a leader and I personally want him to continue leading Ethiopia. The problem is Eritrea and stooges of Eritrea working with Abiy Ahmed. Jawar Mohammed is emotional and too young to lead Ethiopia. Jawar is an islamic fundamentalist, which is bad for Ethiopia and the world. Ethiopia needs to be democratic like many European countries or USA or Japan. Johar Mohammed cannot be a leader of Ethiopia. He should not be allowed to be a candidate.
