From the military point of view , TPLF has already decisively won the war except remaining few battles in Western Tigray and on the borders with Eritrea. Hence, the current peace proposal from TPLF has come at a time when TPLF has clear military advantage over Abiy and Isaias which will give TPLF higher negotiation power.
TPLF's recent call for cease fire and negotiated peace has been always consistent except this time , it did not clearly communicate issues related to immediate lift of the siege related to unfettered humanitrian access and reinstatement of basic services, and a reversion to the status quo ante which applies to both TPLF and the government. I suspect the Ethiopian government may have already implicitly agreed to these conditions and there is no reason for TPLF to make them as conditions for the peace negotiation. The Ethiopian government has not responded to TPLF's offer so far , may be it has to consult with it's allies like Isaias and the Gondare expansionists that are currently holding Western Tigray by displacing about a million Tigrayans in clear violation of the constitution of the country. For Isaias and his foot soldiers like previous Ginbot 7 members , they have to live with the fact that TPLF is here to stay as formidable political force as they could not defeat it at the military , political and diplomatic fronts.
