Many civilized people find it very difficult to believe that the so-called "leaders" of a certain region in Ethiopia actually endorsed a book titled "How To Steal." But this is happening in Tigray, one of the most backward and truly ignorant region in the world. Nothing that comes out of Chigray surprises anyone.
